A pack that has dropped below roughly 2.0V during storage may sit outside the base's acceptance window, causing the charge indicator to flash or show no activity. If the base still shows an error, leave the handset seated for 20 minutes; some chargers apply a trickle recovery current before switching to normal charge mode.

Yes, temporarily. DECT transmit power pulls from the battery voltage, and a Ni-MH pack that hasn't completed its first conditioning cycle runs at a slightly lower voltage under RF load. This causes the handset to drop signal earlier than expected near the edges of range. Run three to five full charge and discharge cycles, and the pack voltage under load will stabilise — range should return to the original level once the cells are properly conditioned.
