The phone's protection circuit reads the voltage cliff as a critical low and cuts power before the displayed percentage reaches zero. It is not a faulty cell; it is an uncalibrated gauge reading a steep-sloped Li-Polymer discharge curve. The A5 2017 won't turn on after the new battery sat in a drawer for a few months — is the cell dead?

Probably not dead, but the BMS has gone into lockout. Li-Polymer cells that self-discharge below roughly 2.5V trigger a protection cutoff to prevent damage, and the phone won't boot from that state. Connect the phone to a wall charger — not a PC port — and leave it for 20–30 minutes before attempting power-on. If the charge LED doesn't light at all, the cell voltage is low enough that the BMS needs a slow trickle to recover; most Samsung chargers handle this automatically once current is present.

Fast charging stopped working after I fitted the replacement battery — the phone charges, but slowly.

This is a first-cycle behaviour. The USB-PD and Samsung Adaptive Fast Charge handshake depends on the BMS reporting a ready state; on a new cell the BMS can hold the charge IC at standard current until it completes one baseline cycle. Charge the phone fully at standard speed, let it discharge to auto-shutdown, then charge again — fast charging typically resumes on the second or third cycle once the BMS clears its initialisation flag.

The battery percentage jumps around erratically — goes from 45% up to 52%, then drops to 38% without much use.

Erratic percentage jumps are the coulomb counter losing track of charge state on a cell it hasn't mapped yet.
