The pack is almost certainly fine. The BIOS reads capacity and health data from the battery's EEPROM, and a brand-new cell hasn't been through a learn cycle on your specific board yet. We confirmed on the bench that this pack registers as absent or unknown until the first full charge completes. Charge uninterrupted to 100%, reboot, and the BIOS should recognise the battery correctly.

System info shows the wrong Wh rating for this battery — it lists something lower than 65.12Wh. Is the capacity wrong?

The Wh figure shown in system info is pulled from the EEPROM value written at the factory, which can differ from the actual measured capacity of the installed chemistry. This is an EEPROM reporting difference, not a capacity fault — the physical cells are rated at 65.12Wh. After one full calibration cycle the fuel gauge IC will update its running calculation and the system-reported figure will align more closely with actual capacity.

The Magic Note F stops charging at 80% and won't go higher — is the replacement battery faulty?

This is almost always a BIOS-controlled charge threshold, not a battery fault. Many IPC notebook BIOS versions ship with a charge limit set to 80% to reduce cell stress during long plugged-in sessions. The battery itself has no internal cap at 80%. Go into the BIOS power settings or any installed battery management utility and disable or raise the charge limit — the pack will then charge to 100%.
