Almost certainly not. Ni-CD cells shipped in storage lose charge over time, and one full trickle charge cycle — typically 24 hours — is needed before the cell reaches rated capacity. If the duration test ran before that window completed, the cell would cut out early even though it's fully functional. Recharge for a full 24-hour period on live mains, then retest; the cell should hold the rated duration at that point.

The emergency light dims noticeably after a few minutes during a test — is this a wiring fault or the battery?

This is a cell issue, not wiring. A Ni-CD cell that hasn't completed its first conditioning cycle will show a sharp voltage sag under load as the internal resistance is higher than it will be once the cell is fully cycled. The fitting interprets that sag as low cell voltage and reduces output to protect the circuit. Run one complete charge-discharge cycle — a full 24-hour charge followed by a single full-duration manual test — and the sag should correct itself as the cell reaches its working capacity.

The Kaufel fitting still shows a fault LED after I've confirmed the new cell is seated correctly — how do I clear it?

Several Kaufel fittings latch a fault LED in firmware and won't self-clear after a new cell is installed. Disconnect the fitting from mains, leave it fully de-energised for 60 seconds, then restore power — this forces the controller to re-initialise and re-read the cell state. If the fault LED persists after the controller restarts, check that the cell connector is fully clicked in and that cell voltage is above 5.4V with a multimeter before assuming a fitting fault.
