A new Ni-Cd cell needs at least one full conditioning cycle before it delivers rated capacity under load. If the duration test ran within the first 24 hours of installation, the pack almost certainly hadn't reached full charge yet. The flick test only confirms the lamp strikes — it doesn't draw enough current to expose a partially charged cell. Charge the unit on mains for a full 24 hours, then rerun the duration test.

The emergency light dims noticeably a few minutes into the test cycle even though the battery is brand new — is the cell faulty?

This is a conditioning issue, not a defective cell. Ni-Cd cells that have been in storage self-discharge and can develop a partial memory effect if they sat unused for months before shipping. The first discharge cycle will show voltage sag and early dimming because the cell hasn't been brought up to full capacity yet. Put the unit back on mains charge for 24 hours, run one complete discharge via the test button, then recharge fully — the second test cycle should show consistent output throughout.

The fitting still shows a fault LED after I've confirmed the new battery is seated correctly and the connector is fully engaged — how do I clear it?

Some BSL310SB fittings latch the fault LED in hardware and won't auto-clear even after the fault condition is resolved. The cell voltage at installation may also have been low enough to trigger the fault register before charging began. Remove mains power completely for 30 seconds, then restore it — this forces the charge controller to re-initialise and re-check cell voltage from scratch. If the cell has had time to climb above 9.2V resting, the controller should complete its startup check and clear the fault LED.
