The IC is interpolating against stale calibration data. Perform one uninterrupted full discharge to auto-cutoff, then charge to 100% without unplugging early. After this cycle the percentage should track smoothly; if jumping continues past two cycles, check that the battery connector is fully seated at 3.85V resting voltage.
