After fitting the new cell, the battery percentage on the tizi jumps around erratically rather than counting down smoothly — is the battery faulty?

Almost certainly not faulty — this is the fuel gauge IC recalibrating against an unfamiliar cell. The coulomb counter inside the tizi was trained on the degraded discharge curve of the original cell, and a new 1200mAh cell reads very differently. The erratic jumping settles after one or two full discharge-charge cycles as the IC builds a new reference map. Let it complete those cycles before drawing any conclusions about the cell's condition.

The tizi won't power on at all after the replacement cell sat in storage for several months — how do I recover it?

If the cell discharged below approximately 2.5V during storage, the BMS will have entered lockout mode to prevent damage, and the device will show no signs of life. Connect the tizi to a charger and leave it for at least 30 minutes without pressing any buttons — most BMS circuits on single-cell Li-ion packs include a recovery trickle that slowly raises the cell voltage back above the lockout threshold.
