I just put the new battery in and the remote still does nothing — what did I miss?

Nine times out of ten this is a polarity issue. The positive terminal on this Li-Polymer cell has to align with the positive contact inside the remote housing, and on several BN59-013xx models that contact is oriented opposite to what you'd expect. Flip the cell 180 degrees, re-seat it firmly, and test. A correctly seated 3.85V cell will restore the remote immediately with no re-pairing needed.

My remote works but I have to stand right next to the TV now — is the new battery faulty?

Not necessarily faulty, but likely undercharged out of the box. Li-Polymer cells ship at a partial state of charge for transport safety, and if the voltage is low enough the IR LED fires too weakly to reach the TV sensor at distance.
